Alpine Linux uses musl libc so now accel-ppp is tested under musl

Currently, Alpine Linux doesn't provide a link to the latest stable version
so direct link to Alpine 3.20 is used

Improved musl support might be used to run on platforms like openwrt
without additional patches

When a link has a relatively high throughput, the 32-bit packet and byte counters could overflow multiple times between accounting runs.
To accommodate this limitation, directly use 64-bit interface statistics.
This also gets rid of the internal giga-word counters.

* fix UB when next pool was set to same pool:
