This is a follow-up commit to 65398e5c8 ("vrrp: keepalived: T616: move
configuration to volatile /run directory") as it makes no sense to store a
static /etc/default/keepalived file marked as "Autogenerated by VyOS" that only
enabled the SNMP option to keepalived.
Better pass the --snmp switch via the systemd override file and drop all other
references/files.

Move keepalived configuration from /etc/keepalived to /run/keepalived.

Instead of using an Adapter pattern to make interfaces VLAN-aware, create a
derived class named VLANIf to represent a VLAN. This change was necessary to
eliminate mixed code in Interfaces class which was VLAN - free, but recently
gained some VLAN specific code for set_admin_state().
In addition this "autoresolves" the issue in T2894 as a bond vlan interface
will no longer change the lower interface.

Tidied up the code and moved it under VRRP in view to use
with show-interface (which has VRRP filtering)
No change in functionality
