The function verify_interface_exists requires a reference to the ambient
config_dict rather than creating an instance. As access is required to
the 'interfaces' path, provide as attribute of class ConfigDict, so as
not to confuse path searches of script-specific config_dict instances.

The problem was introduced in [1] but the config migrator part unfortunately
was added to the wrong version [2]. As IPoE config version 0 was only active
during the 1.3 development cycle and VyOS 1.3.0 was already released with config
version 1 we can safely drop the migrator 0-to-1 and move the code to 1-to-2 to
properly support upgrades from VyOS 1.3 -> 1.4 or newer.

Standardized pool configuration for all accel-ppp services.
1. Only named pools are used now.
2. Allows all services to use range in x.x.x.x/mask
and x.x.x.x-x.x.x.y format
3. next-pool can be used in all services
2. Allows to use in ipoe gw-ip-address without pool configuration
which allows to use Fraimed-IP-Address attribute by radius.
3. Default pool name should be explicidly configured
with default-pool.
4. In ipoe netmask and range subnet can be different.

In cases with multiple named IP pools, it is required the option 'next'
to be sure that if IP addresses ended in one pool, then they would
begin to be allocated from the next named pool.
For accel-ppp it requires specific order as pool must be defined
before we can use it with the 'next-option'

As we don't have global option 'gateway-address' for ipoe-server
we cannot use general configverify.verify_accel_ppp_base_service

IPoE-server 'interface ethX vlan xxx' (aka vlan-mon) must not be
used with 'interface ethX client-subnet'
So instead of shared pool accel-ppp uses the same pool for each
dynamically added VLAN
eth1 client-subnet '192.0.2.0/24'
eth1 vlan '2000-2021'
It cause this issue:
eth1.2000 range 192.0.2.0/24 (the first client gets address from 192.0.2.2)
eth2.2001 range 192.0.2.0/24 (the first client gets address from 192.0.2.2)
Only named pools with vlan option must be used.
