Fix usages of yaml, and move yaml_dump to safeyaml.dumps.
Here we replace uses of the pyyaml module directly with functions
provided by cloudinit.safeyaml. Also, change/move
cloudinit.util.yaml_dumps
to
cloudinit.safeyaml.dumps
