	This adds lots of config module documentation in a standard format. It will greatly improve the content at readthedocs. Additionally: * Add a 'doc' env to tox.ini * Changed default highlight language for sphinx conf from python to yaml most examples in documentation are yaml configs * Updated datasource examples to highlight sh code properly

	Previously the usage of the yaml_dumps module was causing any python unicode key and value to show up as: 'item': !!python/unicode "some string" This was not very pretty... Fix this by using safe_dumps (which is also a good thing to use and allow_unicode=True). Also create a tiny helper function in the cc_debug module that does not include the yaml start and end footers (since this module has its own footers and headers). Also includes a basic sanity test for this module.

	Let the command line (or module args) that set outfile explicitly override a config'd value of 'verbose'. Ie, if /etc/cloud/cloud.cfg.d/my.cfg had: debug: verbose: False but the user ran: cloud-init single --frequency=always --name=debug output.txt Then they probably wanted to have the debug in output.txt even though verbose was configured to False.
