The public domain "license" is very liberal and thus allows this to be relicensed under mostly any compatible license. Although not strictly needed many passed contributors agreed on the license change. Many especially asked for the "or any later version", thus it is now licensed under GPL v2 or later. This should ease collaboration with dracut.
