Multiple improvements.
* Change option handling, allow multiple options at the same time,
treated as logical AND.
* IPv4 feature set is mostly complete.
* Change function lib license to LGPL for the case it will be
converted into a shared lib.
* Add unit tests (rely on Check framework)
* Something else, but who cares, it's a very early stage.
