* New Enabled - When Vendor Specific Option containing shell:priv-lvl is
present, and the user is privileged (determined by libpam-radius-auth)
group membership is modified to add the radius accounts to the groups that
have radius_user and/or radius_priv_user, to give that that user account
more privileges, similar to tacplus client privilege 15.
