T8943: migrate mirror wrapper to App-ready uniform stub (rollout 1b Task 5) (#9)
Replaces legacy PAT-based wrapper with the uniform App-ready stub.
Uses `secrets: inherit` and `vars.MIRROR_ENABLED` opt-out guard.
