Add .arcunit and .arclint engine configs
Required prerequisites for 'arc unit' and 'arc lint' which were
assumed to work in the plan. .arcunit declares the phutil unit
engine on PHP files. .arclint declares the standard Phorge linter
set targeting PHP 7.4 (the upstream floor).
