ci: T8943: re-add PR-mirror wrapper stub (rolling) (#40)
Re-onboards vyatta-bash to the PR-mirror pipeline, reversing the
2026-05-30 exclusion (VD-4257 c#46015). The wrapper was removed in
Rollout 2 Task 7 (#36); this restores the byte-identical canonical stub
(sha256 45634ff9) so merges to rolling mirror to VyOS-Networks/vyatta-bash.
Paired with the consumers.yaml allow-list entry on VyOS-Networks/.github
(rolling-only). Mirroring no-ops until both land.
