chore: T8943: migrate mirror wrapper to canonical uniform stub (R2 Task 6) (#18)
Narrows caller permissions to contents:read (central is now permissions:{}),
sets branches:[rolling,production], drops the wrapper-level MIRROR_ENABLED check
(now in the central workflow). Matches spec ยง4.2.3 canonical stub byte-identically.
