vyatta-cfg-system: enable usb autosuspend to reduce cpu usage on kvm
Add udev rules to enable USB autosuspend for QEMU emulated HIDs.
Allowing the USB HID to be autosuspended reduces the CPU load on the
host when guest VMs are idle.
