Cleanup config loader
1. Get rid of all perl warnings (and perl critic warnings)
2. use Syslog package rather than running logger
3. put config log in /tmt/vyatta-config-load.log rather than /tmp/bar
4. Don't do another transaction for deactivated nodes unless necessary
5. Use exec as a tail optimization for end step.
