Setting a timeout allows VRRP health-check scripts to run longer than the set interval.
Without timeout, keepalived considers the script as failed after interval seconds.
With timeout set higher than interval, the script has more time to complete
before being marked as failed and transitioning VRRP to FAULT state.

Ability to set interface for `excluded-address`
The excluded-addresses are not listed in the VRRP packet (adverts packets).
We have this ability for `address`, add the same feature for the
excluded-address

AgentX does not work stable. From time to time we see the system
service crashing/degrading if something is wrong with SNMP from
util net-snmp.
We should disable it by default and enable it only if configured.
