Expose the Group Policy extension as a valueless gbp CLI node and pass
it to iproute2 when creating VXLAN links. Recreate links when GBP
changes and reject configurations combining GBP with GPE.

Reject conflicting GBP settings on a shared UDP port, accounting for
address families and underlay VRF socket bindings. Warn that external
mode carries GBP in tunnel metadata instead of the packet mark.

Add smoketest coverage for GBP creation, removal and re-enabling,
retained interface settings, rejection without changing the running
tunnel, shared ports, separate address families, and external mode.

<title>T8222: Set the default VXLAN interface TTL to 64</title>

Default TTL of 16 is insufficient in many deployments, especially
in multi-hop or routed underlay networks. Increase it to 64
to provide better compatibility and avoid packet drop in real-world
topologies.

<title>interface: T4627: not every interface type supports IPv6 interface-identifiers</title>

Turns out commit b124f0b3b ("interface: T4627: support IPv6 Interface
Identifier (token) for SLAAC") uncovered a wrong assumption in VyOS that every
interface type in use always supports SLAAC and IPv6-ND (neighbor discovery).

This is not true for WireGuard, Tunnel and VTI interfaces, thus do not provide
that CLI option. In addition SLAAC support should be removed for those interface
types in a future PR.

We will use _ as CLI level divider. The XML definition filename and also
the Python helper should match the CLI node.

Example:
set interfaces ethernet -&gt; interfaces_ethernet.xml.in
set interfaces bond -&gt; interfaces_bond.xml.in
set service dhcp-server -&gt; service_dhcp-server-xml.in
