Committing a configuration which does not list an offload option turns that option off, and removing the interface afterwards does not put it back. The activation script only records an option while the adapter still has it enabled, so whether a testcase found one depended on which testcases had run before it - the state ratchets down as the suite progresses, and which testcases fail changes with the order. Read the state the adapters booted with once and put it back before every testcase. Options the driver has pinned are left alone.

A single test hitting the 20 minute timeout may just be one slow test, so the runner carries on - which is right. But when the system itself stops responding, every remaining test also sits out its full timeout before reporting a result that says nothing about it. Seen in practice: one test wedged the box on the fourth of eighteen files, and the run spent another fourteen timeouts (close to five hours) to learn nothing. Abandon the run after two timeouts in a row, and list the tests that never got to run so the report does not read as though they passed. A test that merely fails still resets the counter; only silence is treated as the system being gone.

Configuration files for config tests gathered from lab installations, customers or our own networks were placed in multiple directories - all related to the same thing. We have had config-tests, configs and config.no-load. This commit re-arranges all the files and places a proper README for the users.

This adds necessary embedded certificates to validate the migration logic added in commit 63cc76fa236 ("openvpn: T7738: avoid duplicate certs during 1.3 -> 1.4 migration"). The CA used was generated using EasyRSA as described in our documentation: https://docs.vyos.io/en/1.3/configuration/interfaces/openvpn.html#generate-x-509-certificate-and-keys

The legal team says years are not necessary so we can go ahead with it, since it will simplify backporting.
