GitHub: T9215: add scutum branch to package smoketest workflow
Run the ISO integration tests on push and pull_request for the scutum
branch and add the matching smoketest configuration entry, modeled on
circinus (private vyos-build repo via PAT, self-hosted build and VPP
runners).
