dhcp-server: T9267: reject empty relay-agent-information matcher
A client-class with an empty "relay-agent-information" node (neither
circuit-id nor remote-id set) passed the "at least one match
condition" guard added for the empty-class-config gap, since that
guard only checked key presence, not that the node actually carries a
match condition - reproducing the same empty Kea "test" expression bug
via a different path.
Flagged by coderabbitai in review of PR #5436.
