dhcp-server: T9267: reject client-class with no match condition
A client-class with options but no relay-agent-information, hostname,
or vendor-class-id passed verify() and produced an empty Kea "test"
expression, which Kea's config parser then rejected with an opaque
syntax error at commit time instead of a VyOS ConfigError.
Likewise, a bare "hostname"/"vendor-class-id" node with neither
"value" nor "substring value" set passed verify() and crashed with an
unhandled KeyError while rendering the Kea class test string.
