pppoe: T9533: Fix default route handling in connect-on-demand mode
With `connect-on-demand` set, the PPPoE peer configuration still checked
the old `default-route` option, which was removed by a migration. As a
result pppd never got a default route option: no route was added to
trigger the dial, and `no-default-route` had no effect.
pppd now follows `no-default-route`: the default route is installed
only when the option is not set.
A smoketest covers both cases, for pppd and for the FRR default route.
