webproxy: T9371: fix typo in the squidGuard local-block-url rule ACL
When local-block-url is the first ACL entry of a rule, the template wrote
"!ocal-block-url-<rule>" into the pass line. SquidGuard does not know
that destination group, so the rule silently blocked nothing, while the
dest block itself was generated correctly.
Add a smoketest that checks the rule ACL.
