mpls: T9534: Fix rendering of LDP neighbor ttl-security disable
The LDP template treated "ttl-security" as a node with a "disable" child,
but it is a leaf holding either a TTL or "disable". Setting it to
"disable" therefore produced "ttl-security hops disable", which FRR
rejects, and the commit failed.
The template now compares the value itself. The CLI also accepts only
1-254 or "disable", so invalid values are caught at set time instead of
failing in FRR.
