cgnat: T9473: fix allocation display for single-port blocks
With a per-user limit of one port, nftables stores each allocation as a
plain port instead of a range, and "show nat cgnat allocation" crashed
with a Python TypeError.
Single-port allocations are now shown as a range of one port.
