GitHub: T3871: run the interface naming tests in CI
Interface names are now resolved from a mapping store rather than from the
configuration, and nothing in CI covered that. Add the testcase which does,
including the hot-plug scenario behind it.
The target only exists on the build side of the rolling branch, so gate the
job on a per-branch flag the same way the VPP and TPM testcases are, and
leave it off where it would not resolve.
