cgnat: T9473: report overlapping internal ranges during verify
An internal address in two ranges, of one pool or of the pools of two
rules, produced overlapping nftables map elements. The commit then only
failed on the nftables syntax check with "Configuration file errors
encountered!", which gave no hint at the cause.
Overlapping internal ranges are now rejected during verify, naming both
ranges and their pools.
