AGENTS.md: T9348: document the branch, rebase and smoketest workflow
AGENTS.md described how to build and what the test layers are, but never
stated how a change gets from a working tree to a pull request. Agents
therefore committed onto release branches, opened PRs against a base that
had moved on, and relied on the pipeline to discover breakage.
A new "Change workflow" section makes the three steps mandatory and
ordered: work on a task-named feature branch off the target release
branch, rebase onto that branch immediately before submitting, and run a
full ISO smoketest locally first. The test targets mirror the CI
pipeline, and the per-branch job selection is read from the smoketest
branch configuration instead of being guessed.
