smoketest: T8977: do not race the listen socket when checking a port
A commit returns as soon as systemd reports the unit active, while the
worker processes that bind the listen sockets are only forked afterwards -
and released just as asynchronously when an address is changed or removed.
Sampling the port once right after the commit therefore failed at random.
Poll for the expected state instead, using the helper the test shim already
provides for this.
