cgnat: T9473: accept only a numeric range as external-port-range
The external port range accepted a single port, a service name and a
range whose start lies above its end. The first two crashed the commit
with a Python traceback, the last one failed with a misleading "not
enough ports" error.
The CLI now only accepts a numeric range within 1-65535, and a reversed
range is rejected with a clear error.
