smoketest: T9395: fix flaky PPPoE IPv6 autoconf test and always restore pool
The IPv6 autoconf test failed intermittently. It rejected the link-local
address IPV6CP still negotiates without a BRAS IPv6 pool, and on failure left
the pool deleted, breaking the next test. It now only checks for global
addresses and always restores the pool.
