op-mode: T9528: Fix OpenConnect OTP display for hotp-event token type
"show openconnect-server user <name> otp" crashed with UnboundLocalError
when the user's token type was `hotp-event`, because only `hotp-time` was
handled, so no URI or QR code was shown.
Event-based tokens now get an otpauth://hotp URI with a starting counter
of 0, and the "full" output also prints the token-type command.
