smoketest: T9014: tolerate a missing CPU vendor_id
get_cpus() only reports a vendor_id where /proc/cpuinfo provides one.
arm64 does not, so indexing the key raised a KeyError and aborted the
testcase before it could check the amd-pstate validation at all.
Fall back to a placeholder vendor, which keeps the existing
non-AuthenticAMD code path - the one arm64 is expected to take.
