monitor: ndp: T2706: properly rename XML definition
Commit 3435b251 ("monitor: ndp: T2706: remove ability to send commands") flipped
the filename and placed the tree in front of the subtree. Unfurtunately I mixed
up NTP and NDP. This has been corrected.
