xml: T9555: replace inline nodes duplicating existing include files
Some CLI nodes were written out inline although an identical include
already existed: the conntrack ignore rule protocol for IPv4 and IPv6,
the accel-ppp RADIUS accounting interim interval and the OSPF stub area
no-summary option. The copies could drift apart from the include over
time.
They now use the existing includes. The generated templates and the
preprocessed XML are unchanged.
