GitHub: T9554: run ISO integration smoketests as a matrix

The nine smoketest jobs were near-identical copies, and per-branch JSON
switches decided which of them ran. They are now one matrix job: every
listed test runs, and each release branch selects its tests by editing
the matrix in its own copy of the workflow.

Matrix legs cannot expose individual outputs, so each leg uploads its
result as an artifact for the PR report; the overall verdict follows
the matrix job result. All tests now receive the ISO path, which the
interface naming tests previously lacked.

Jobs run on the branch's configured build runner, now ubuntu-26.04 on
rolling. A matrix entry can request a dedicated runner by tag from the
branch config, used for VPP on scutum and circinus.

Backports to sagitta need the VPP, TPM and interface naming entries
removed and the CLI target set to test-no-interfaces.
