wlb: T9472: wait for the traffic lab processes in smoketests
The echo services and the client of the traffic lab were started without
keeping their process objects, their processes were killed but never
reaped. Python reported "ResourceWarning: subprocess ... is still running"
for every one of them and an unclosed file for the client pipes.
Every lab process is now stopped, waited for and its pipes closed when the
test ends.
