smoketest: T9303: move IPsec algorithm compatibility test to VPP testsuite

The VPP IPsec algorithm compatibility check was tested from test_vpn_ipsec,
where VPP is never enabled. The commit therefore failed in the VPP verify
stage ("Not enough isolated CPU cores available") before the IPsec validation
was even reached.

In addition, commit errors are line-wrapped when printed, so the expected
single-line message never matched:

  Encryption algorithm 3des cannot be used for ESP proposal 1 on tunnel 1
  for site-to-site peer main-branch with VPP
