ipoe-server: T9289: warn about derived renew-time and relay lease timings
Warn when only "rebind-time" is set and accel-ppp lowers the renewal
time it derives from "lease-time" to stay below it. The existing
warning only covered a configured "renew-time".
Warn when "lease-time", "renew-time" or "rebind-time" is configured
and an interface uses "external-dhcp dhcp-relay". accel-ppp then takes
the lease timings from the reply of the external DHCP server and only
falls back to the configured values.
Refuse a lease-time that would overflow accel-ppp's maximum lease time:
without max-lease-time it adds a tenth to the lease time, and the sum
has to fit into a signed 32 bit integer.
