wlb: T9472: require a target for ping and ttl health tests
A ping or ttl health test without a target was accepted on commit, but the
health daemon failed on it, restarted until systemd gave up and left WAN
load-balancing inactive without any error shown to the user.
Such a test is now rejected on commit.
