wlb: T9472: reload the health daemon instead of restarting
Every commit touching WAN load-balancing - or any firewall group - restarted the health daemon. Until it was back, its rules, routes and ip rules were gone: new connections were neither balanced nor source NATed. The health state was reset as well, an interface known to be down got new connections until its failure count was reached again. A commit now reloads the daemon. It waits for the commit to finish, then replaces its rules in one transaction and only adds or removes the routes and ip rules of changed interfaces. Interfaces staying configured keep their health state.
