wlb: T9472: reject protocol "!all" on rules
"protocol !all" was rendered as "meta l4proto != all", which nft rejects.
The commit succeeded, the health daemon failed to load its rules and WAN
load-balancing stopped without any error shown to the user.
The value matches no traffic at all and is now rejected on commit.
