utils: T9553: do not assume host forwarding state in sysctl read test
The build-time sysctl read test expected IPv4 forwarding on loopback to be
enabled. That holds on a typical Docker host, but an LXC container has its
own network namespace where forwarding defaults to off, so the package build
failed in the test stage.
The test now compares against the value the kernel reports in /proc, so it
still checks a real read without depending on the build host's setup.
