firewall: T9549: Fix default-firewall jump for VRF zone in local zone
A local zone combined with a VRF-member zone that has default-firewall
failed to commit: the jump for the VRF device rendered with no target
("jump NAME_"), which nftables rejects. The rule now jumps to the
configured default-firewall.
