vpp: T9300: Validate every GRE member of a VPP bridge
The tunnel-type teb check ran after the member loop instead of inside
it, so only the last member was validated. The check now runs for each
member.
Bridge members are now also checked against the list of existing VPP
interfaces. Previously a member with an allowed prefix but no matching
VPP interface was committed but never added to the bridge in VPP; it is
now rejected at commit.
