vxlan: T9318: fix GPE external-mode validation
Look up the valueless external node under parameters so that valid
GPE configurations pass validation. Preserve the existing error message.
Add smoketest coverage for external + GPE, rejection without external,
and preservation of the running configuration and kernel tunnel after
a rejected commit.
