openvpn: T9386: reject AEAD fallback cipher with shared-secret-key
Static key mode only supports CBC, so OpenVPN refuses to start with an
AEAD "data-ciphers-fallback" just like with an AEAD "encryption cipher".
Reject it at commit time.
