smoketest: T9332: add GeoIP source/destination coverage

test_firewall.py and test_policy_route.py's test_geoip hardcoded the
pre-fix GeoIP set names (e.g. GEOIP_CC_name_smoketest_1), which broke
against the new per-side _s/_d suffix regardless of whether a rule
used one side or both - this is what failed CI on this PR.

Update those assertions, and add a dedicated ipv4 and ipv6 rule to
each test that matches GeoIP on both source and destination together,
verifying they resolve to distinct sets rather than colliding on a
shared name (the actual regression this PR fixes), per review
feedback from sarthurdev.
