smoketest: T9476: bgp: drop fixed sleep and redundant commits
The BGP smoketest spent most of its time in commits and a fixed 10 second
sleep while bgpd was restarted with the BMP module.
- Wait until watchfrr reports the restarted bgpd as up and idle instead of
sleeping. A PID seen too early can still be replaced by watchfrr.
- Route-reflector-client: rejected eBGP variants still fail one by one, the
accepted iBGP variants are now committed together.
- AS-notation: global and VRF instance are verified in the same commits, the
trailing cleanup commit was redundant with tearDown.
Runtime on a lab DUT went from 134 s to 124 s with identical assertions.
