wlb: T9472: support interface names containing a dash
The health daemon read its configuration with tag node values mangled, so
an interface such as "wlb-isp1" became "wlb_isp1". The daemon then checked
an interface which does not exist, marked it FAILED and never installed
its routes - the interface was never used.
The smoketest gains a traffic lab: a LAN and one ISP per WAN interface in
network namespaces, every ISP answering on the same address with its name
and the source address it sees.
