- Reverted changes from `python/vyos/util.py`. This may lead to
unnecessary FRR restart during each boot, depending on a default file
content and template, but makes this changeset cleaner.
- Fixed typos in node names (extra `>` characters).
- Added SNMP module for `isisd` and `ldpd`, since they have it compiled
now.

Instead of analyzing options for each daemon now we use a single
template for the whole configuration file. This makes logic a bit less
flexible, but much easier.
Removed unnecessary check for returned by the
`conf.get_config_dict(base)` config.
Also, added the ability to disable `strip()` of file content while
using `read_file()` what is necessary for proper comparing with
updated content.

An ISC DHCP hook script is used to install the received default route into FRR
by simple calls to vtysh. By moving to frr-reload.py the DHCP default route
was deleted as it was not found in the running config.
This commit checks all interfaces if DHCP is enabled and if so - will dynamically
add the route to the generated FRR configuration.

Commit 5f1c1ae4 ("bgp: T3798: add support for neighbor local-as <n> replace-as")
added support for a new CLI option when the local-as is changed for a specified
neighbor or peer-group.
There was an error in the CLI / design as the "replace-as" option can only be
used when "no-prepend" is defined. Thus "no-prepend" became a <node> and
the new "replace-as" leafNode is now a child of "no-prepend".

FRR supports configuring either network prefixes per area, or assign an
interface to an area to participate in the routing process. This is already well
known from other venders and supported by FRR.

When removing bgp (vrf) instances the assigned VRF vni must be deleted from FRR
prior the removal of the bgp settings (T3734).
This is now done by moving the CLI command "set vrf name red vni 1000" to a
dedicated Python script with a priority higher then bgp.

pass rendering, am exception got thrown:
jinja2.exceptions.UndefinedError: 'dict object' has no attribute 'protocol'
This commit fixes the templateing code.
